The chest thing actually does make sense since chests close after a certain period of time, meaning you can "unlock" them again and get something else!
You confused the hell out of me with the chest its not complicated a closed icon means "yes it has to be opened" a opened chest means youve opened it already just wait till it closes again
Petting the cat can also help you out, I've had injured characters healed and other things happen because i stroked the cat. The effects do seem to random though.
For the chests I didn't realize they were open or closed. I just looked to see if they were highlighted to be able to open them or not. If they glow, you can open them, if not, you can't.
I don't think it's based on Arcane level. I think it's based on story progress. If the icon is a circle, it won't give you arcane. If it's a quest marker, it will. I'll go for days with no new passages to read, then do a story mission, and get a few new passages.

The library does run out eventually. Think there are a finite number of books that appear randomly and each works once.

You can tell if it's a new book because they have the quest-marker icon. A book you've already read is just a circle.

Outside of a few special exceptions, Attack cards (crossed sword icon) give +1 Heroism and Skill cards (shield icon) give +2 Heroism.

Don't forget to pet the cat! The cat gives 25 arcane. I believe he can be found throughout, but I found him in the library. Listen for the meow

I'm pretty sure you can only interrogate elite enemies. I don't think the mobs can drop for interrogation

You only get arcane from books that you haven't read before. These books are marked with a little glowing gold diamond.

Marvel strike force isnt awful. Its actually one of the decent ones. I no longer play but its pretty fun.
