I think you can reduce vഠ|tage by connecting a 15 v zener diode parallel to the capacitor. Note that the black line in the zener diode is connecting to the positive and other side in negative.
Consider your AC source 15V and that the rectifier reaches the peaks of the AC signal. If you get out 21V, the source must be producing 21V. Think about what 15V means in an AC source and that 21 = 1.41*15.
