Just to check, is all this work necessary if you just want to adjust the leveled lists? Like say, I want to never see certain vanilla weapons in the game, and then add weapon mods in their place? Sounds like something a relatively simple tool could do.

You can likely just use FO4Edit to adjust leveled lists and make an esp, simpler than CK
