I am having fungus gnat in my house plant. Bought organic insecticidal soap "garden safe" product. Added pebbles to my pots. Kept Apple cider vinegar tray near those plant but still it is not working. Need help.

Water from the bottom. Gnats love to lay eggs on wet soil.

I had the same. I used neem oil , hydrogen peroxide and allowed some of the plants to completelydry out 1-2 inches down between waterings. There are good instructional videos about the ratios for Neem oil and Hydrogen Peroxide here on TH-cam. I hope that helps.
