the best methods require the outsole to be off. best to try that when the shoe needs a reglue. I would stitch a long piece of 1" elastic band on two sides of the tongue where yhe binding stitches already are, then cut the center off fold over each side, and stitch again for extra support. then I'd run a stitch on the other side of each strap at the bottom of the upper where the stitch would be covered by the outsole. that would do it.
