A lot of high rises (depending on the height of the building) will have mechanical floors halfway up that only allow staff. I doubt they would leave a floor empty for the sake of bad luck. It's probably being used, just not for customers. 2 floors is also not uncommon especially at the top of a high rise in the penthouse. In hunter's education in Texas, you're instructed to wait 20-30 minutes after you've shot medium to large game, in the event that the animal is still in the fight/flight response and could possible thrash or attack you.
19-2 has a really good 12 minute continuous shot. There's even 2 different takes of it one in the English version and one in French. Both shots where done in a school in Quebec that's why the exit signs say sortie even in the English version. If you look for 19-2 school shooting on youtube you'll be able to find both versions of the shot. viewer discretion advised.
About heat waves and all: in montreal, if the temperature outside goes over 40°C, public primary schools and highschools are "supposed" to close because they don't have air conditioning and it is too hot for teachers to teach. Never happened to me though, could be an urban legend or a "school" legend.
