Pops was really out of character in that episode. Usually, Pops would be scolded by Benson and get involved with Mordecai and Rigby's antics, but this episode was kinda sad.
Pops is STILL in character, he just thought Benson’s yelling is becoming too much of a habit and that there are still other ways to discipline employees other than yelling all the time.
