For me the numbers and tiebreaker criteria to be considered goat. Stipe has a total of 4 defenses so he is the goat of the category. Cain has 2 or 3 defenders, jds, ngannou, cormier has one. Stipe was also one of the few to avenge his defeats. (Cormier and jds) he also won Gabriel Gonzaga legend of jiu jitsu not to mention that he started late in mma at almost 30 years old
