Testing them (mostly) straight up gives them all the same data as putting them on a ballistic trajectory. As it is Japan will most likely cry foul as they always do anyways during these North Korean launches. You see, Japan happens to be due East of North Korea and almost all missile launches take place flying mostly Easternly to gain the velocity of Earth's rotation. At North Korea's latitude that would be 766 mph of free Delta V.
