Hello, my friend applied for a security reliability clearance as an international student in Canada. He came in 2020. He was offered a job in 2023 while being a student. He went through the reliability clearance and got it. How is that so? He has not been present for 5 years. They however checked his history back in his country. Please explain how that is possible.

It must have been reliability level 1. Level 1 just need 3-5 years and he will qualify for that.
