Most of Penny's directorial efforts were at a time when Cindy was barely acting, and I'd guess there was a bit of initial animosity over Cindy's abrupt departure, which left the show resting sqaurely on Penny's shoulders.

Mostly because of Cindys then husband. He kept them apart. They got back together later in life
