Although, personally I believe Tsumugi was telling the truth, as in the cast of V3 were in a game, however, the game was based on true events regarding the previous DR games, anime, and manga. My evidence for this includes: How Rantaro was the last winner of the Killing Game. The end scene of V3 where what's outside the dome. And what Tsumugi said regarding why she's cosplaying as the cast from DR1+2, since they're from the storyline including Hope's Peak I do agree, however, that Kaede and the others are still much alive, mainly because if it's a game that allows participants to choose whether or not they want to participate, surely the game doesn't break any laws by literally killing High School students? The only reason why Monokuma mentioned that they could "bring someone back to life" is because the character itself could be programmed through another willing participant to come back into the game to play the character. V3 not only is the true ending, but everyone who died is truly dead. Otherwise the story is kind of lame.
