That is the only one intentionally kept like that... There's only a single center bolt and flange that keeps the top shroud tightly on, and the bolt tends to loosen and strip out as the shroud moves and turns slightly over time, due to high wind, the elements, and motor operation, thus eventually making the shroud wobble and turn via the centrifugal force of the chopper... I'm surprised it hasn't shaken clean off the stand in all this time...
Kind of like how a Thunderbolt T1003 has the two alternating solenoids to give it a “Hi-Lo” tone; the spinning cone essentially does the same thing by increasing and decreasing the air gap between it and the rotor 👍🏻

Nope, the bolt holding it down presumably came loose and now the shroud spins like this due to the spinning of the chopper
