Unimi does but not necessarily right from the start. Mostly you have to spend sometime on your own and then you get the dorm until the end of your degree. But yeah if you are lucky enough , you might get it right from the start.

Wa Alaikum Salam You can get but you can proceed with one, so you have to choose which one. I think you should go with University of Milan Bicocca. Expense-wise, bot cities are fairly expensive but in Milano-Bicocca, you get more benefits in their regional scholarship. They give you their own accomodation mostly from your very first day and in addition you get 10 euros per day for food too.
