With the disc, it creates more distance between the first pulley and the top right of the disc as the wheel rotates. Technically speaking, when the weight moves up the arm, no work is being performed because the line's length doesn't change. And this does seem to be what Bessler described. An external drum lifts the weights. That's what the disc represents.
