The game is called MUGEN. You can go to this website mugenarchive.com/ and click download mugen 1.1 (which only comes with one character). You can also find characters, stages, screenpacks etc. to customize your Mugen experience on that same website or by typing it into Google or TH-cam...Just make sure to look up tutorials on how to correctly modify your Mugen game. There are also premade versions of mugen that readily come with a lot characters and stages which you can also find on youtube to install, one example being Jump Force Mugen.

The character link is in the description, jump force mugen hasn't added this one yet. You'll have to add it to your mugen.
