Eddie, I hopes this helps, opening when you see scouts is good, however those scouts have already set where they are going (A house they've returned to year after year). I hope last year was successful for you. Keep trying to get last year's fledges to come, those are your best chances. Good luck.

These houses are OK if you make the rooms bigger. As is, these rooms are too small for Purple Martins, they need the right size apartments to breed and raise a family. Adult martins are 7.5 -8” long, so rooms must be large enough to accommodate 4 - 6 nearly-grown nestlings and both parents. Rooms should be 6 x 11” or 6 X 12” at a minimum. This allows them to be safer from predators & the elements & to fledge more babies. It actually hurts the survivability of the species having them nest in smaller cavities like these - the fledge rate is completely compromised in this undersized space. Windblown rains have a greater impact upon smaller compartments. Young martins subjected to rain can develop hypothermia and die. Predators can quickly snatch a martin from these smaller compartments. Please think of the birds themselves, rather than the artistic, or inexpensive appeal. Serious Purple Martin landlords won’t consider any house with rooms this compact, since it is detrimental to the survival of Purple Martins. Their numbers are already diminishing from pesticides and mercury levels where they winter in the Amazon basin. Providing the right size housing for them is the very least we can do to keep them healthy, safer from predators, and breeding properly. Also, importantly, entrances holes should be designed to hinder starling and predator invasions.
English house sparrows. Invasive, non native, introduced species. Kills Purple Martins, babies and breaks eggs. Competes for nesting sites. Must be eradicated.

the entrance should be half moon.
With nest inside makes it too hard for the birds to enter and exit. Is my experience with the half moons.

Most sparrows are not native to the US. They are very aggressive birds and will kill Martin and Bluebird eggs and young.
Not all sparrows. The invasive English house sparrow. Disgusting creature that almost wiped out native bluebird and other native bird populations.
