Just have the agency taking your passport picture email you a copy and tell them specification.

Hi Im Filipino Citizen,Can I have any of this visa's in your embassy at Bangkok because I am working here in Thailand Cambodia boarder and its not easy to go back Philippines every now and then.Thank you.

Family visa application process needs work - "Family Visa" should be a first choice with it's own flow, not presented as an afterthought after completing the first application.

Easy? Not exactly, the photo requirements alone are confusing for many. The process being only on line may be fine for the State Dept, but is daunting for foreign visitors.
Having a hard copy set available would simplify the process and reduce errors and start overs.
Customer service is all about the customer, not the provider.
