Maybe try just removing the entire cap assembly. On mine there was a screw and pin situation near the cap hinge. That will get the cap off then there is a screw under the top end where the cap latches. One you remove the cap you can access the screw and that will remove the rest of the assembly. Will also make it easier to clean up any old rust or gunk. Easier for painting too. With the whole cap assembly off its easy to disassemble the latch mechanism for a good deep cleaning if you want. Or you can do what I did, which was pick up a brand new cap assembly on ebay for like $6. Well worth it.
