The lack of rain actually seemed like the actual answer to the clean water because naturally when it rains all the mud gets washed from the rivers naturally into the oceans. The Hudson River was dirty and muddy when Hudson himself discovered it.
This still won't stop all the doom and gloomers from saying the sky is falling, I live in NY state and we have more wildlife now than in the past 28 years owning our home. I remember as a kid how polluted the tri state area was, it's way better now!

Jersey charges too much for beach passes. Likewise they have their cops running around asking to sniff your drinks. I only go to the beach after Labor day so as not to pay the rip off artists in the State.

Well there go, there's the actual answer. Cold water tends to be a lot cleaner. The warm Caribbean simply has no Rivers to dirty it.
They do bring up a good point, to plant oysters in appropriate places along the coast to prevent erosion and clean the water
