Yes. Any citizen of India who is above 12 years of age can become a ham by qualifying the Amateur Station Operators Licence (RESTRICTED) examination and obtaining a valid license.
No. It should be as per the form. It can be downloaded from the same website. Actually it's not a nationality certificate. It says that a personal live in a particular place for the last 5 years and he knows him very well.at least certified by a gusseted officer.

Restricted is only limited to 40 watts power, and General is restricted to 400 watts power to push. But 40 is enough for better communication. Normal handy radio has 5 watt power. And the base radio has 25 watts power.
