After the mission "You've had your chips" is completed.
In Ammunation in SF/LS, it's $1200.
In LV, it costs $1400.

Where's the second silence Pistol and when I do purchase the Desert Eagle it won't appear in ammunition

There are only two silence pistols spawns and the desert Eagle is available to buy after the mission 'High Noon'.
