Are interior designers legally allowed to project manage a construction project? Link to file not working

This will depend on each country. In the UK designers can manage their projects but this means taking on more legal responsibility so a good business insurance needs to be in place. There's also courses and qualifications that are handy to take before taking on bigger construction projects.
