Season 3 isn't out yet as for why rimuru didn't cry it's because upon being reincarnated as a monster he's become a monster at heart (this means it's harder for him to care in certain ways however he still can feel emotions so while he didn't cry he felt sad angry and mad about his citizens and subordinates being killed especially because he wasn't even aware it happened until he saw the dead bodies) so yes he would have wanted to cry but he was unable to as for why he killed the army who killed his citizens and subordinates it was for revenge and so he could become a demon Lord which would allow him to revive all of his citizens and subordinates that were killed

Honestly only Tanya would have been excited over the revenge massacre Rimuru committed. Akatsuki, Azusa, and Kat probably would have begrudgingly accepted it, Myne would have passed out due to the corpses, but the others, Ryoma would've likely accepted but not been happy about, Shin on the other hand may have accepted it but would have been pissed (his that naive save everyone justice kinda guy). The other guy though... no clue never seen the show but I'd guess he's be similar to Shin.
