But, I want to know about the geopolitical issues of Runica, and the way it handles governance when faced with a military/law enforcement in large part funded and managed by private citizens ( read wealthy merchants). I imagine that legislature concerning necessary functions of government - such as tax collecting and border fees- are largely ignored or relaxed, considering it would be against the best interest of armed forces to, well, inforce these laws. On the other hand, enforcing other laws on other less wealthy citizens by maintaining a run off mercenary guild would not go over well with said citizens. All in all, then, wouldn't such a system ultimately lead Runica to be less of a nation and more of an unstable coalition of factions with opposing financial interests solely tied to each other by a common language and geographical proximity ripe for a civil war?🤔
