"Tier-4 final emissions" is a reference to the Environmental Protection Agency's latest standard or regulation for emissions in off road construction vehicles. DEF is an acronym for "diesel exhaust fluid", and is one form of exhaust gas aftertreatment that some manufacturers use to meet EPA tier-4 standards. There are several disadvantages to using an exhaust gas aftertreatment to meet tier-4 standards, such as loss of power and added operating costs. Some manufacturers have designed their engines to comply with tier-4 standards without any exhaust gas aftertreatment. If you're not in the United States, compliance with the EPA regulation isn't necessary, but since it's more expensive for manufacturers to build a separate machine for sale in the U.S., they're inclined to design their machines to satisfy the EPA regulations whether or not they will be sold in the U.S.

Not the only single boom skid steer. Volvo also makes one.
JCB made Volvo skid steers in their factory in Georgia. They no longer make them though

the machine should now be a 200 HP with an even larger cab. more leg room 12 inches more would not kill the machine.
