Are there no independent ,civil, non governmental organisations that can take up issues of ethical breaches in governmental agencies and institutions like the Attorney General's office?

My question is, those saying it should take effect next parliamentary term. What happens if a vote is organized on a policy in the current parliament before it ends? Will the 4 vote to support the party they are contesting.
