Sirji, I am a certified welding engineer. The first thing you must watch for welding inspection is a PWPS and WPS. That would determine the whole scenario. Next time ask the enginner to provide you with the same and make you understand it. Also they lied to you. The cleaner is applied just once. After application of the dye, you just wipe it with a cloth. If you again clean it with cleaner, you are hiding the cracks. However, cracks doesnot mean the welds have failed. You need to refer to right standards to determine that.
With all due respect, An IES officer should've been there in the place of an IAS officer. That not only would ensure quality, but would ensure efficiency at the same time. And efficiency is what our country desperately needs in order to become a developed country instead of a developing one!!
Its not important if a IAS is qualified for checking this type of engineering work. Its is very important for an IAS to check this work becoz it is public property and very less IAS people check the quality of work on site.

Thanks to DM that he conducted this kind of genuine inspection but the thing is that as per construction management procedures, the incharge of the site has to conduct this kind of detailed investigation on daily basis. That impatientness and mis conduct of operation shows that the incharge is not doing his job properly at all.
I have worked as quality control engineer in a pipe industry where weld quality is most important aspect and there are various test to check welding quality. DPI is one of them which is used for surface crack . However X-ray or Ultrasonic is most reliable techniques which should be done regularly. And there should be some destructive test like tensile and compressive, flattening to find over all weld quality.
Its a part of NDT... It seems they are in hurry so crack would not be shown or developed... A cycle of this test needs 20 to 30 min time to see the fine line... Perhaps this job(work piece) is not as important other wise they will test it with patience...
Sir, It's was Liquid Penetration Test(LPT), & it required ASNT level- II person. FITTER fit-up the 2 piece of material which is going to weld with proper ASME/API section. A grinder get the finishing of weld with proper safety.
Radiographic testing (X RAY) is recommended for welding inspection. Obviously DPT is inexpensive and available in field condition but it has some limitation as it's principal is based on capillary action. DPT can't detect void in welded joint.
When everybody tries to impress the IAS officer..but rather confuses him. Don't know the actual scenario , but these r pure technical field and I think for such inspection trained professionals must be hired. Also don't think fr structural application dye penetration is a reliable method.
DPT test is surface defect test Principal is based on capillary action 1) step clean the surface 2) apply cleaner and remove by lintcloth 3) apply the penetrant after applying penetrant start progating in to defect area for this 10 minutes dwell time is given the after that again remove the penetrant by using cleaner no penetrant shall be seen on surface so that after applying the developer only penetrant which is progated in defect will bleed out if any defect is seen analysi and repair inspection shall be done by level 11 person
Only NDT Level-II certificate holder can perform Dye Test and sign report on it Shocking that fitter was performing Dye Test. Also, Dye test can only detect surface deformation, UT or radiography is best to detect internal deformation.

Sir fitter checks for fitting of plates. Generally for speeding up process welder and fitter both are pressed to work to utilise maximum efficacy. As welding equipment is costlier (like on site electricity generator and inverter welding equipment) overall cost lowered when used in combination. I think fault check was explained well in last so no comments on that.
Wrong procedure for dye penetrant test showed to DM Step 1 - apply cleaner/remover and wipe off Step 2 - apply dye on the surface, the wipe off dye with cloth. Step 3 - apply developer, so that dye come out of defect holes.

Best idea to test this is :- by using a light bulb or simple phone flashlight 👍 one man will go inside the box and one will show light from top ... When the light will seen by inner man he has to mark there with chalk , and then weld it 👍 ..... I am a non degree mechanical engineer 🙏 jai hind 🇮🇳

Deepak sir.... Iam huge fan of you.... Ihope you read this..... Its a 6G testing of welding.... And every critical welding should be tested in RT. Anyways if it is a DPT..... The surface should be clean thoroughly with cleaner .... After that penetrator should be put and developer should be used to find any pin holes and all. Test should be conducted by a quality Engineer not by a fitter or a welder... Every joint should be done by a 6G welder and he/she should carry a valid welder card for that..... Magnetic particle inspection test is also reliable and cheaper. Most important it demands less expertise compared to x-ray and ultrasonic testing.

That's method comes under NDT i, e Non destructive testing method and this method is know as liquid Penetration method. Very easy but need attention.

I wonder how much tests they have done before.they didn't knew proper process,welder was not appropriate for that job . Finally the guy who done testing was probably with higher post who fortunately had some knowledge .
