The Street Fighter creators probably refused to name Gouken, Sheng Long out of fear of getting sued for a character they didn't actually create. The programmer that mis-translated the text created Sheng Long. The Street Fighter creators never put the character in future games to avoid potential lawsuits.. probably. Why else wouldn't they just make the character, it would have fit perfectly. It probably has something to do with the rights to the name.
We all know Shen Long is actually Shoryuken but if we really think about it why was it translated to Shen Long which is Chinese instead of Japanese? I think you have a point here. For anyone that watched the non-canon Street Fighter US cartoon there's an episode in season 2 called "World's Greatest Warrior." I always saw that episode as kind of a tribute to the Sheng Long hoax. Despite being "dead" in the games Gouken appeared in the episode. He was almost killed by Akuma when he hit him with the raging demon and took his ki force. Ryu and Ken had to fight Akuma to save Gouken. Ken ends up being him with flaming Shoryuken too.

I have gravitated to some earlier titles like UMVC3 and some Guilty Gear, but mostly been playing Super Smash Bros Melee in the emulator Slippy since they introduced rollback netcode so you can play REALLY GOOD online Melee, INSANE ! I am therefore very hype about the new Guilty Gear StrIVe coming next year, as they are implementing Rollback into it. What fighting games have you been playing recently ?

For myself, there's not a whole lot - MK 11 fell flat for me and SFV couldn't quite recapture the hype of SFIV. I've just picked up Guilty Gear XX ACPR on Steam because they added rollback. I love Xrd so I'm excited to get bodied in this one. I'm sure SFVI will eventually be a thing. That's the next one I see myself really getting in to.

I can't agree about the fighting game disappearance completely. We had CvS CvS2, KOF 2000 was a blast, 2001 and so on. We had Tekken Tag, we had SF3 3rd strike. Dude, you must've been on some serious shit, if you skipped that time duration. The only difference was, that with the beginning of 2000 the fighters were transitioning to home consoles as well.
This lie back then in this magazine was stupid. Reminds me of a guy at school who told me in 1994 that he had Super Street Fighter 2 Turbo on the SNES and that he would lend it to me...he gave many details that were convincing but obviously never showed me the game. Come to think of it now this guy was a bit of a psychopath lol
