As far as I know, alcohol is used for cooling on aircraft. It has to be able to work in very cold environment, water is not a good choice in this case. Also consider corrosion if you would use water.
Lasers can be super sensitive to overheating, so I wouldn't risk it without cooling. As daniel mentioned I too thought that most cooling devices in aircraft use alcohol. Normal demineralized water should be suitable as well though.

Demineralized water should be suitable. Maybe you do not need the cooling if you just send one or a few pulses?
