Not at all, too much water in the pen will wet the soil and that can cause fungi infections.

How do we prevent rain entering the pen.

You can raised a little roof on the pen and also make the pen set up on a rain passage (guitar).

You can just dig a circle trench around the pen and fill it with dirty oil(used engine oil) which is found cheap.
