He continued to reference that stock until its value increased to 30 cents per share. Many poor penny stock day traders got rich during this game of his. Now he is in charge of a department of the federal government named after it. I only know about this because I had thousands of shares of DogeCoin at the fractional value because of taxes. By the time I realized Musk had inflated the stock I had no choice but to sell and buy something else (Bitcoin). The Doughsh department or DogeCoin department of the United States is not intended to fix anything. Its a part of a dangerous game intended to make a point that will be lost on the American people.

Not for federal workers. They federal agencies fall under the executive branch. So unless a law is broken (which is why the SCOTUS is so important), the president can issue executive orders to implement cuts.
