Somehow it seems that way, yes.
I believe that when the phenomenon of brainfreezing is embraced by a culture, it seems to happen to everyone.
When growing up in Europe, the only examples of Brainfreeze occurred on TV, in American sitcoms. We don't have a word for it and so people don't experience it as such.
In short, I'm not saying it doesn't happen in other countries but only when you have a word for it, it seems to be a cultural issue.

Yeah, in The Netherlands we call it brainfreeze as well. It's not part of our national vocabulary, but the younger generations all use it.

I my language there's no word or term describing the brain freeze, so probably as a result I'm still not actually sure what the brain freeze is or feels like. Because the word doesn't exist, it's never been mentioned and therefore I don't even remember whether the cold in my mouth does have any effect or not.
