1980년대 콜롬비아의 마약왕 파블로 에스코바르. 그를 상징하는 단어는 '플라타 오 플로모(Plata o Plomo)'다. '은'이냐 '납'(총알)이냐, 즉 '뇌물'이냐 '죽음' 중 둘 중 하나를 택하라는 뜻. 황야의 무법자 같았던 그는 사업을 확장시키는 과정에서 무모할 정도로 저돌적이었다. 여기서 모티브를 얻은 곡이다. 한때 대통령까지 꿈꾼 에스코바르는 결국 비참한 말로를 맞이한다. 사막꽃은 그를 비열한 인간의 표본으로 본다. '마카로니 웨스턴' BGM을 떠올리게 하는 비장미가 깃든 음악으로 그와 진검승부한다. 정의와 부조리, 평화와 전쟁, 대의와 사익 등 선택의 기로에 섰을 때 사막꽃이 어떤 방향으로 나아가야 하는가에 대한 지표가 돼 주는 곡. - 이재훈(뉴시스 기자 / 온스테이지 기획위원)

I'm not sure what the title means for the song itself, but in Latin America that phrase it's actually used by criminal bands when threatening someone. "Plata o Plomo" literally translated would be "Silver or Lead", but for us "Plata" is the same as "Money". So it's basically giving the choice of "Give me your money or I'll shoot you" 🤣🤣
Your comment should get more likes. The explanation is valid, but it also has a second meaning that is just as threatening as the first, since it is also a phrase used by powerful mafias that threaten the new rulers or police authorities in some places when they are trying to do their job against the criminals or corruption, but it is so powerful that even newcomers fear for their lives and accept deals or bribes from the mafias.

Jezz! Is that word "plomo" from Venezuela language? 'cause plata or plomo is what the Say to you when You're about to be robber here in the the Venezuela slang
My guess is they got it from the popular Netflix show "Narcos" which is about Pablo Escobar. He says it a lot in that series.
