If we swapped Oden with Luffy, then Luffy would have chosen the "going to war" option, which would have caused Kaido and Orochi to slaughter all the hostages and citizens. If you think that Oden is dumb, then Zoro is dumb for believing Helmeppo's lies multiple times, Whitebeard is dumb for believing Blackbeard and Squardo, and 99% of One Piece's cast are dumb as well.
