Yea mortal counter is just what we say for big counters when the screen goes dark and the game slows down. At full risc it procs on any hit, otherwise it depends on the move that gets the counter hit, S, H normals, and some specials get a mortal counter.
Mortal Counter is a mechanic from Xrd, which the commentators are sometimes more used to. In Strive there isn't anything called Mortal Counter, but if your RISK is full any move that hits becomes a level 4 move, which is very similar to Mortal Counters from Xrd
