Recipe:
Rear Hook: Lightning Strike NH7, size 10.
Thread: UTC 140 Denier, black.
Body: Variegated chenille, medium, black/coffee.
Tails: Round rubber legs, small, black.
Front Hook: JF2 jig hook, size 10.
Bead: Slotted tungsten, 5/32”, black nickel.
Thread: UTC 140 Denier, black.
Weight: Lead-free wire, .020.
Articulation joint: 8-pound test leader material (Maxima Chameleon).
Body: Variegated chenille, medium, black/coffee.
Legs: Round rubber legs, small, black.

Those are electrical probes usually used with voltage meters. You can find the tips, red and black, at hardware stores.
Thats a plunger style hackle pliers. Most tying supplies places sell them for cheap.
