He can say and do some biazarre things, but keep in mind that while the characters have their own traits, some are also based off of the stereotype of their country. Axis and World Series gave him a pretty... interesting reputation, but watch The Beautiful World series, and I think people will start to understand that he's much more caring and sweet, honestly, I think France is probably one of the most broken hearted characters of the series.
