"Was the Kaminoan dart meant to be a clue that Obi-Wan could relay through Dexter Jettster to discover the existence of the Clone Army, preventing the Jedi from being wiped out on Geonosis?" These are HUGE questions that Obi-Wan (and the audience) never really solve or follow up, Yoda and Mace just kind of shrug and go "well, I guess it's nice that we have an army now".
Yeah people gushing about ‘Detective Obi-Wan’ don’t remember the movie all that well. There is only 30 minutes dedicated to that plot line and it just goes nowhere.
It's been a long time since I watched the prequels but I think the answer to your first 2 questions is Palpatine/Sidious. Or at least someone acting on his behalf. He was in the Senate and most likely had access or influence on someone with access to the archives and he didn't want anyone to discover the clone army before it was completed. The dart as a clue is possible but I'm not sure that Lucas actually planned that. But the question tees up the 3rd installment and the Council and Obi Wan ultimately end up realizing this was Palpatine's plan all along when he turns on them. He was directly controlling both sides, the entire war was a fabrication for him to take power as Emperor. Obi Wan actually solving that mystery would have changed the outcome and Lucas wrote himself into a corner having to make it all add up and transition into New Hope. I agree Clone Wars is still unfulfilling but thats bad writing. The bones of a good story are there, Detective Obi Wan was a solid idea and got expanded on in the EU and cartoons a bit, hopefully that's the direction the Disney+ series goes. The framework is there and it's a good idea, but it was executed badly.
