Your description is inaccurate; the State House adopted a resolution making this "the " official state anthem, but it was changed in the State Senate to "an" official state anthem. However, no additional anthem has been adopted, which would make this a de facto "the" anthem for now.
Actually it is NOT "the" official anthem. The legal language of Concurrent Resolution 17 in January 1937 specified it is "an official song of the State of Michigan" rather than "the." This ensured the State never had to use it - and, in fact, it has NEVER been used for any state occasions. Nobody learns it in school - we learn the earlier and much more popular "Michigan, My MIchigan" - which has three versions and two tunes. In the Milan Area Schools, we learned the third set of lyrics and the second tune. Hence the joke that Michigan Legislators gathered on the steps of the Capitol Building after passing CR 17, sang the new official song - and nobody has sung it since. That's probably because the state did not buy, or Kavanagh and Clint were not willing to sell, the copyright. So the State would have to pay a royalty every time they used it. Thus, it was named "an" offical song instead of "the" to ensure that financial obligation would never happen.
