Greetings from the BIG SKY. Your water flows are for farming and irrigation not for beavers to play in. Once the beavers move in you loose control of your water flows.
Don't you have those rotary ditchers that go behind a tractor there? A large Farm Tractor with a rotary ditcher could work it's way up the ditch through the Beaver dams in twice the time with a cheaper piece of heavy equipment!
Are these local or national government employees or the farmer's collective. Who is responsible for maintaining the canals. I was reading about beavers in the Netherlands. The are becoming a major pest, damaging dikes and canals with the damming and burrow tunnels. They were nearly hunted to extinction and were reintroduced as a protected species in the 1980s. Big mistake for Holland. They anticipate spending over €8 million to repair damage and cull the ever expanding beaver population.

It depends how big family of the beavers are living there. And how far there are another water reservoir or channel.
