The US Government needs to intervene, investigate, and bring both the producers & sellers of these coins to court. eBay is flooded by scammers, and my assessment is that eBay is complicit in what´s going on by apparently not doing anything effective to stop these criminals.
You want the government to prosecute people in China? Ebay is a business, i report fake coins all the time and they never pull them. The people reviewing the reports aren't coin experts.

I just watched one of my coin club members sell one of these to another one of our coin club members for $28. I said that PCGS never slabbed a coin in a knock off NGC holder that you can open up whenever you feel like. One look at the coin and you know it’s a fake. Also, the coin in question had marks all over it just like your ms70.

This is one of the problems inherent with even having grading companies in the first place. People always say, "Buy the coin, not the holder.", which is good advice, but it's advice many people don't do. They see a coin in a slab with MS70 or PR70 on it, and they buy it, no questions asked. But ask that same person to pay you MS70 money for a raw, genuine coin that you BOTH agree is a 70, and all of a sudden that price changes. Odd, ain't it?
Also just fyi there are some bullion ASE with mint marks emergency issues and some of the ones that they ask for information on the information freedom act where the mint tells what mint made what coins but they have to be unopened in mister box but there are a few out there

I always thought the phrase "First Strike" is a marketing scam also. The phrase should mean the very first coin stuck with that die; not the first 500 or whatever subsequent quantity. They are the second struck, third stuck, forth stuck, etc.
Any gold or silver coin/bar that sells for less than spot is 100% guaranteed counterfeit. They sometimes show up on ebay and sadly there are a lot of buyers who aren't aware that they can't get a real 1 oz gold bar for $1700.
One scary thing is a scammer could put a real 1999 silver eagle that were previously graded an MS69 and crack it out to put into a fake MS70 PCGS or NGC holder. Then the coin jumps from $80 to $7000. 1999 was a year when there weren't many MS70 silver eagles. They once sold for $20K around 2010. I don't think the Chinese have access to genuine US coins.

This fake was obvious but you could have done a little more on the PCGS security features and slab identifiers. For example the logo & nfc logo in the bottom corners. The curvature of the corners. The unique stacking lugs on the corners (which I hate btw!). These things might help someone looking at a good fake being sold for a more normal price. It is not uncommon for scammers to put a real eagle in a slab labelled as some kind of desirable year etc. Example a $4000 coin selling for $1500 (or maybe $3750....😮)

At first glance if you can NOT tell this is fake you need to get out coin collecting period it’s a NGC style holder with PCGS on it they as in PCGS never have had slab that looked anything like this and the coin is awful also

This is one of the problems inherent with even having grading companies in the first place. People always say, "Buy the coin, not the holder.", which is good advice, but it's advice many people don't do. They see a coin in a slab with MS70 or PR70 on it, and they buy it, no questions asked. But ask that same person to pay you MS70 money for a raw, genuine coin that you BOTH agree is a 70, and all of a sudden that price changes.

emergency issues do not have Mint marks.. They have labels in a slab
Look up the number. Show people how to check pcgs and ngc certified coins.
