I love this scene. Yes, Josee could have dragged herself to the water. She wants to do it herself, but she's making it harder for herself for no reason. Tsuneo is helping her because he loves her. Like Uncle Iroh said to another disabled girl, "there is nothing wrong with letting people who love you help you."
I've never watched this. I only saw the part of her falling onto the beach in a music video, and how he carried her out, and I immediately had to find this scene again, and I'm crying. One of my favorite songs is Everything Goes On by Porter Robinson, and both the verses refer to the sea. The first says "I'll take you to the sea," and the second later says "I'll take the sea to you." The same song's meaning, discusses how the narrator originally asks their love to forget them for the sake of not being hurt by the grief of losing them, but ends up coming back around to "I will love you through all the pain, and even if I am meant to lose you, I will do everything I can to enjoy our moments together." I very much wanted to cry at realizing this scene exists, because it reminds me of how someone can love another so strongly that they'll do what they can to help you fulfill your wish, what you dream of. I think it's beautiful. He doesn't belittle her wish or anything, he just helps her achieve it.
