I really believe that Shigaraki/Tenko was supposed to be the 9th user of One for all, he probably had his quirk stolen at birth just like Izuku if the theory about all for one was true. It could also mean that the strange man in the suit could've just passed the decay quirk to Shigaraki/Tenko, and if the theory about Inko Midoriya being the secret daughter of Nana Shimura is true aswell, all these events would make a lot of sense. Why? Because almost all of the users of one for all are all connected in a way. (Izuku is the ninth user of one for all by the way) I may not be right tho- 🥺
