I think the main problem is with public transit operators like Cairo Transit Authority (CTA). They have a botched record with their contracting processes in general.

Some are, Alexander Dennis still build the London double deckers in Yorkshire although the electric chassis is bought in from China. Like many other items building stuff in Britain is incredibly expensive now, hence why most companies farm the work out abroad.
Sorry but the MCV has to be one of the worst quality built buses Ive ridden on. Bits and bobs falling off, extremely plastic the hardest smallest seats, poor legroom. Looks like the interior is 3D printed!

It's because ADL installs the rest of the vehicle. They finish it off. As far as I know, BYD supplies the chassis.
