I'm using earbud headphones. The sound definitely sound like it's outside of my headphones, as if it was VR for your ears, but it mostly feels likes like its behind me slightly and only going from left to right and back.

that's pretty much what he's made the audio do, he's most likely cut out parts of the song and panned them gradually in either direction. it's really hard to actually do though, that explanation makes it sound way easier, but to get a sound like thus where it flows around and doesn't jump is pretty remarkable

It’s because it’s from the early Cold War, that style of music is very distinct. And in the Fallout universe the Cold War never ended, and of course it ended with all of the nuke launches and such
