I think it's less that he's under-rated and more that he's sorta under the radar. For any guitarist, Satriani and Vai are household names but I rarely run into people that are familiar with Andy and his music. Anyone who listens to his music can tell right away that he stacks up with the best.

Gotta think that Andy was inspired-- maybe not directly by "What Are You Doing the Rest of Your Life" by Barbra Streisand or many others as a kid through his parents record collection....maybe through osmosis he produced this beautiful composition. He is EASILY one of the greats.
Jobim is no joke! He is the trademark of brasilian music. No one is stupid enough to deny that. The thing is that "Ligia" and "Gone" are built upon chords with (from my prespective) similar tensions, but that does not make Gone a copy of Ligia. Then again, its just my point of view.
My friend Ligia and Gone are 2 completely different songs of 2 completely diferent (but talented as well) authors. I've heard ligia and gone thousand of times and I can't still see the "plagio". LEAVE ANDY ALONE!!! (hahahaha)
Suggestion...Change the title to this video. Very powerful presentation, and I happened to stumble upon in, but a better title that clearly describes just what this video is about would better suit the content. Because you uploaded it, I'll let you come up with the title, and I will refrain from even suggesting one. It's a very sobering video for sure.

Andy is amazing... @Kuuuhn, you are so right.... I follow Vai, Govan, Satch, Morse and Andy is right up there in my opinion.
I am a big fan of Andy but if you listen to brazilian Tom Jobin's "Eu sei que vou te amar", you will know from where this piece of music comes from...

you're right, sounds like any good bossa nova without the rhythm (harmonywise). The line behind rhe hamony is simple (as he says) but still beautiful.
