As this is for engineering work the crossing will be under what is known as local control so the automatics are disabled. The barriers are controlled by the Level Crossing Attendant who controls the barriers from a control box at the crossing. They also control when on track plant or trains can pass. The guy walking in front of the trailer is known as the Crane Controller and ensures the route is clear and safe to pass.
That's definitely being misused - some builders pretending to be a locomotive to get to their building site is misuse of the railroad, report them immediately, all on camera, good capture 🚂
