Chrissie, by setting Robert's car afire, is unintentionally the cause of this disaster. She can't escape that responsibility. What she did had unforseen consequences which were horrible. Robert hasn't a sliver of responsibility for what occurred. She shares with many of the villagers very bad luck in all of this, though she is it's starting point.
The thing that gets me is the fireman telling Cain to leave the kid. In America a fireman would be roasted alive if he told someone leave a kid, this area is unsafe. Their job is to go into the unsafe place and help. That one didn't even come all the way through the doorway. Everyone in the village running inside to help save people and the one emergency worker is refusing to come inside and help. It's just shameful. The two of them might have been able to get to Kyle and get him out quicker.
Leigh Black in the UK, I believe if a structure is unsafe, it has to be made safe before anyone can enter. In this case the place is going to collapse I suspect.
