"You cannot seriously sit down with Putin anymore" - German diplomat Christoph Heusgen

  • Christoph Heusgen has worked in foreign policy for more than 40 years, has caused a stir with many an edgy word during his career as a diplomat. This year the 66-year-old took over the Munich Security Conference (MSC), a globally respected forum for foreign and security policy. For months, and not just in light of the Ukraine conflict, he has been calling for a united community of "states that enforce international law." Heusgen is considered one of Germany's most experienced and respected diplomats. Although he was late to serve formally as an ambassador, he has been politically active at the European level and in the United States, though never in Africa, Asia or Latin America.
    Heusgen, a member of the Christian Democratic Union (CDU), became active in foreign policy posts early in his career. From 1993 to 1997, he was deputy head of the minister's office for the then German Foreign Minister Klaus Kinkel. From 1999 to 2005, he headed the Brussels office and political staff of Javier Solana, then High Representative for the EU's Common Foreign and Security Policy. After Angela Merkel's victory in the 2005 election, the new chancellor brought Heusgen, a Rhineland Catholic, into the chancellor's office as her foreign policy adviser. He was at the chancellor's side on virtually all of her foreign trips and has been excellently networked ever since. Occasionally, he traveled without her, but for her: When it emerged in the fall of 2013 that US intelligence agencies had wiretapped Merkel's phone, cooling transatlantic relations, Heusgen was part of the German delegation that sought clarification in Washington. Months before Merkel's fourth federal election victory in 2017, she had to let Heusgen go. The diplomat, who had already spent some time studying in the US in the 1980s and had worked at the German Consulate General in Chicago after 1983, now finally became an ambassador. For four years, he was Germany's permanent representative at the United Nations in New York. In April 2019 and July 2020, he presided over meetings of the UN Security Council, the top-level body to which Germany does not belong permanently but in which it wants to have a say. Here too, on occasion, he did not shy away from describing Russia's and China's blocking of UN aid deliveries to war-torn Syria as "cynical." Both expressed irritation at Germany's stance.
    Heusgen is certainly thought of as a man of clear words, clearer than cross the lips of many other ambassadors. This has perhaps been all the more true since 2021, when he returned to Germany. Perhaps he has been so outspoken about the current conflict in Ukraine because he was involved in the difficult negotiations that led to the Minsk Agreement in 2014, which brought Ukraine, Russia and the separatists together but fell apart soon after.

      Businesses I realizing that authoritarian governments may not be the most stable country to have your business. chip manufacturers are moving back here and some manufacturing plants are moving to Mexico.

      @@ebrim5013 Putin has to be made to believe that there will be massive retaliation if he uses nuclear weapons. He has threatened anyone who he considers to be interfering in his "Special Operation" with devastating retaliation. It seems that Putin has lost touch with reality and it maybe better to ensure that the Russian Government, i.e. those around Putin realise the danger that madman is putting his country in.

      Putin offered peace and security talks repeatedly, but he was ignored and weapons were pumped into UKRAINE at the same time.
      So who really wanted this war more? Time to look in the mirror!

      He is not good, he is sly. Notice how he pinpoint Putin as the main culprit in this whole crisis, not Russia and not the Russian people. So possibly when the US and Nato have weakened the Russian economy considerably the Russian people will suffer and will revolt against Putin and bring Russia to the West's knees. Then they will move on to China and play up the Taiwan issue and if China attacks they will do the same thing and try to bring Xi down. Key target is to paint a picture that these 2 countries "aggression" is because of one man, one dictator. No buddy they don't work that way. He also made a veil warning to Africa, South America and India to toe the "international order line" aka the Western world order line. This is what the Western countries have been doing for the past 500 years of colonialism. I think the world has enough of "white power" . It's time to change the world order.

      The aspect here is the "Golden Bridge" idea, given to the opponent to walk off, in lieu of prolonged and for both sides destructive conflict. We can call Putin, Lavrov names, but the politicians should not corner him into a situation without exit. This can only lead to a tragedy, which we now witness. What exactly is now the expected end of the war? Both sides seems to be now driven into a situation without a compromise possible.

If he does try to make a puppet regime then they will have to deal with the backlash of Ukraine civilians and it will take years to build it back to normal and by then Putin can be out of power or Russia won’t be a economic power house anymore due to the effects of sanctions

    US and the West underestimate Putin's resolve, and Putin underestimate Ukraine's resolve. Every one should not underestimate the global economic damage nor the destructive military escalation that this can lead to.       I don't think Russia is to be feared anymore. They're a lot weaker power than the world used to believe. This is the right time to put enough pressure on Russia so it learns to behave. Putin's fall from power and no further dictatorial democracy in Russia are the two most important factors based on which their future relationship with the west will be achieved. I think if Russia does enough, the west may just give them another chance for friendship after several years from now ofc when things have normalized and Russia is not hostile anymore.

    Like so many other disastrous things, the title wording is something all world leaders should have known with 100% certainty by 2007. Even in 2003 there’s multiple reasons that red flags should have been going off...

      O we noticed, and took advantage of the situation by buying people. Theres a reason why Zelensky has an off shore bank account with BILLIONS in it, taken from his own country, via us funds. Yet, here’s another $33 billion Z, and the very next week, ok, here’s another $40 billion! (Last 2 weeks), Hundreds of billions of us taxpayer money has gone to Ukraine in 8 years. We continue to throw money at a corrupt govt, expecting different results. Saving Democracy?! Not even close!! We are all being fooled, and entering a world wide conflict, while they tell us we are “Saving Democracy” for “Security” of the whole world. Lack of security will be the result of this money pit in Ukraine.

    6:00 No. Russia was NOT granted a permanent veto and seat on the UN Security Council. That permanent seat and veto was granted to The Soviet Union. The UN can, and should, revise who inherits the USSR seat. I vote for Ukraine.

    I think this gentleman from Germany that just was interviewed by the young lady. This gentleman should run for president of Germany he seems to have a good view of what’s going on in the world and what’s gonna happen.       People overseas actually answer questions in interviews....and this is an excellent interview. Not one pol. in America can answer a question with out sliding over to a rehearsed written talking point...it's insulting and its like watching a daytime soap opera...scripted drama and b.s.       He is very good with avoiding accountability. A lot of the things he said were true, but several were absolutely not. This IS a continuation of the east Vs west conflict ....it never truly ended. Not in Putin's mind. He has been preparing for this for a very long time and the signs and red flags were extremely obvious, but politicians like this man interviewed here preferred to pretend everything was fine because it was beneficial to take Russia's oil and gas. He is absolutely culpable. He didn't just misjudge Putin, he willfully ignored the signs of Putin's intent, thinking it would just be someone else's problem further on in time.

    Wonderful interview. Thank you. One observation. I hope that German diplomats will also take into account our experience in the countries of Central Europe and take us seriously. We knew what Russia was capable of and we warned our allies years ago. Nord Stream 2 is just one example.

      It really is not easy because Russia has been putting out there that they were the victims and have been playing the victim card since WW2. That won't work anymore.
      You know when I was first married my wife did the same thing as she suffered mental illness and it was very hard to get anywhere. Putin has always suffered mental illness and paranoia and when a person is as eloquent as Putin is, it can be challenging to focus on the real facts and not let yourself get manipulated. MUCH EASIER SAID THAN DONE!!!

      That's completely true, I remember Germans saying before the war that Polish were "Russophobic", just because they didn't ever care to get the facts regarding the conflicts between Poland and Russia, taking Russia by their face value.
      Still, it is not only that. German governments for the last 20 years have been naive. It doesn't make any sense to deepen any country's dependency with a military superpower to a degree where they could force a collapse of their economy. Germany is really lucky because Russia's "war chest" was mostly seized, so that they are as dependent of German money as Germany is dependent of Russian gas and oil. But, if the Russians had managed to get their war chest afloat, Germany could be now facing its biggest recession since WWII.

      Eastern (Central) Europe only exists because Gorbatchev released all these countries into independence without even putting up a fight. You got it way easier than most British, French and Dutch colonies! The Soviet Russians only insisted on the same communism, which they enforced on themselves. So no racism, slavery or discriminative practices either. Ask survivors of Auschwitz about their experience with Germans and Russians. And maybe you’ll understand that Russians aren’t worse than other people.

      Gorbachev "released" Eastern Europe because the Soviet union couldn't keep them anymore. The Soviet union was broke beyond broke. And the Soviet union was broke because the United States of America defeated it.
      The biggest and the most fatal mistake the Soviet union made was to confront the USA frontally and engage on a global power tussle with the USA. Something 3rd world russia's Putin prematurely started again about 13 years ago.

    Was Russia a founder member of UN or was USSR? Why is then Russia the only USSR republic still in the Security Council? Why isn't Ukraine which was part of the former USSR?

      Because a permanent seat in UN security council with veto was given to the victorious powers of WW2 not to founding members.
      Stalin argued that USSR was many states not 1, the US said "we have 50 states" so Stalin settled for 3 seats, which became insignificant as 200 countries joined the UN.
      USSR Ukraine and Belarus were merely puppets of USSR not independent voting members

      Ukraine was one of the founding members of the United Nations when it joined in 1945 as the Ukrainian Soviet Socialist Republic; along with the Byelorussian Soviet Socialist Republic, Ukraine signed the United Nations Charter when it was part of the Soviet Union. After the dissolution of the Soviet Union in 1991, the newly independent Ukraine retained its full membership.

      In the end though, who cares about qualifications? Zelensky is the absolute opposite of Putin. Zelensky is educated, close to his people, a family man and a humanist.     Outstanding interview! Measured, concise and specific to the matter at issue. With regard to future relations or rather reintegration of the international community with Russia, I agree with the Gentleman that at present there is no discernable path to that objective, if that is indeed the ultimate objective. The European communities cannot simply ignore Russia, nor can they be isolated indefinitely, which means that the community, through the UN, must create a planning group, to include the Russian diaspora, tasked with working on this incredibly difficult problem of future reconciliation and reintegration. I also agree, wholeheartedly, that until Russia abandons it's campaign in Ukraine or suffers a defeat and withdraws it's forces or in the rare case that Putin steps down or is removed, no legitimate progress can be achieved. We have all seen the peace of the continent and of all the formal agreements and treaties turned to ashes in the mouths of us all. We have all seen the brutal nature of Putin's war on the citizens of Ukraine and recognize that peace and security for the whole of Europe hangs in the balance.

      Putin offered peace and security talks repeatedly, but he was ignored and weapons were pumped into UKRAINE at the same time.🙄
      So who really wanted this war more? Time to look in the mirror!

    Mr Heisgen. With respect, the seat on the UN Security Council was given to the USSR, not to Russia. One of the things the other UNSC should be exploring with utmost vigour is how Russia ended up holding that seat (as opposed to Ukraine or any of the other former Republics) and if there are any avenues for walking that back.
    If not, simply disband the Security Council and reform it without Russia. Better still just use the General Assembly to do that job. The Security Council is not worth preserving when five members have vetoes, Russia among them.
    The way Russia has been using its veto at every turn since annexing Crimea and invading eastern Ukraine originally in 2014 provides ample reason to disband the UNSC. It simple cannot, and does not work, in its present format - clearly.

    Yes, Russia, at some point could be, at some point, associated with, again, under certain conditions, but not with Putin. Putin can never again be "sat down" with except only to negotiate the end to his war. After that, that's it.

    Two month of war (and eight years of armed conflict for the Ukraine) it took, to finally come to that inevitable conclusion. He used "other" methods of liquidation before that. But they were always appeasing him, for the sake of cheap fossil energy supply, instead of preparing for the worst.

    The diplomat does not provide insight for the question "what should we do", and is very vague for answering the question "what have we done". He only provides moral statements, without any ground except the good opinion he has of himself and the people he represents. He needs to be more realist.

      Yes, the only way to fix Russia is to break it first, the way Germany and Japan were broken in WW2. It allowed their society and political structure to be remade into liberal democracies that eschewed war and expansionism.
      This will never happen in Russia so long as corrupt dictators are allowed to hide among their ranks.
      Russia never stopped being an authoritarian dictatorship, it just pretended to.
      Until it didn't.

    Christophe Heusgen, you have explained the situation very clearly. I agree with what you said. Russia helps to endorse rules and policies but do not adhere to them. That is very bad. Russia does not live by example and this causes chaos.

      Ukraine gave away its nuclear weapons and Russia's guarantee that it'll respect their sovereignty. Then in 2021. Zelensky said that the Ukraine is considering to equip itself with nuclear weapons. Nothing happens without a reason.

    Not satisfied with how he answered the question regarding what measures was taken when deciding on importing gas from Russia as nuclear plants and coal was to be limited and stopped. He basically only said that Germany looked for where it was cheap and bought it there. Was it really no risk analysis taking place? Also he says that there should be a security council handling this. This sounds just so strange. He himself have this very long experience, and Germany is a highly developed country. Why can't we receive a more clear picture of how the thinking process was, and what was the deciding factor to allow being this dependent on (basically) a dictator? It's totally ridicules where Germany has allowed to happen. Ukraine now has to take the consequence of Germany pumping in all that money into Russia to finance the war, because of this bad or non existing risk evaluation. As well as letting the lobbyists for so called green energy totally take over without regards to other safety measures. This is just terrible!

    Re Trump, the one thing you can say with 100% certainty is that he's mercurial. Many people find this quality endearing but I note this means bi-partisan unity in the matter of Ukraine cannot be guaranteed with any certainty if he's re-elected.
